For over 5 decades, Delhi Jal Board has been meeting the needs of potable water for the National Capital Territory of Delhi. The population of Delhi has seen phenomenal growth and the crossed the figure of 140 lakhs, apart from the floating population of 4 to 5 lakhs. Through systematic planning and implementation, the Board has ensured average availability of 50 gallons filtered water per capita per day for the residents of Delhi, through a network of about 9000 kms of water mains/lines. Productions of water during 2003-2004 was around 670 Million Gallons per day (MGD). Raw water is obtained from various sources like the river Yamuna, Bhakra Storage, Upper Ganga Canal, and Ground Water.
This Document confirms, publicly, the service assurence given to the customers, who pay their bill regularly, for water/server services from the Board, confirms the standard that the Board has set for itself with regard to providing services to its customers; and states the customers obligations (Bhagidari). This is a statements of DJB's commitment to be professional, and equitable in delivery of the mandated services. This charter is not a legal document for enforement either against the Board or the customers. |

Delhi Jal Board, constituted under Delhi Water Board Act 1998, is responsible for production and distribution of drinking water in Delhi. The Board is also responsible for collection, treatment and disposal of waste water/sewage in the capital, Delhi Jal Board has provided about 15.62 lacs water connections up to 1.4.2005. Delhi Jal Board is committed to provide efficient and prompt services to the citizens of Delhi and to be courteous in personal behaviour and professional in conduct.

A. WATER CONNECTION
How to Apply ?
-
The Application form is available at every office of Zonal Engineer(water)/Zonal Revenue Officers of DJB at a nominal fee of Rs. 10/-. The application forms can be submitted duly filled in, in all working days in the concerned Zonal Engineer . Process fee applicable as per water tarrif for domestic and non-domestic categories is assessed and collected at the Zonal Revenue Office. Normally water connection is sanctioned by ZRO within 15 days subject to depositing of the prescribed fees, road restoration charges, and developments charges wherever applicable.

Resettlement colonies and village falling under Lal Dora and extended Lal Dhora are exempted from payment of development charges extended lal Dhora is avilable only to the bonafide resident of the village and not to outsiders who have purchased agricultural land in Delhi for investment and speculative purposes,therefore,the persons living in the extended part of the village and if the extended part is covered under Lal Dora , they are also untitled for exemption from making payment of development charges provided the land-holder in the village has bhoomidhari rights in the village for atleast 20 years and has been ordinarily resident in the village for this period.The record date for counting this period will be date of issue of first statutory notification for consolidation of holding in the village other persons who are not fulfilling these conditions are not entitled for exemption.It is added that generally Lal Dora /extended Lal Dora certificate is issued by the concerned Dy.commisioner/SDM.
- Any citizen of delhi can apply for water connection except in the areas under citizen of Delhi can apply for water connection except in the areas under NDMC and Delhi Cantonment Board, subject to the following conditions :-
- a) The colony where the citizen resides should have been taken over by the DJB.
- b) He should have proof of residence like Ration Card, Electors Photo Identity Card, Ownership proof, NOC from the owner of the House if the applicant is tenant etc.
- c) The premises where the water connection is applied must have no area of previous dues or on account of water charges.
On sanction of the water connection by ZRO including boring permission of the ZE concerned, the water connection can be installed through licensed plumber or any plumber executing work to the satisfaction of the DJB and will intimate the name and address of such plumber to DJB, if required.

N.B. 50% of volumetric water consumption charges are recoverable in every category towards sewerage maintance charges in respect of colonies/area where sewer lines have been led and are functional .
Fixation of average consumption of water if DJB /private water meter is defective and till it is replaced :-
1) Premises having built up =Average of 20 Kls per month per connection per area upto 200 sq.m.
2) premises having buil up =Average of 30 kls per month per connection per area above 200 sq.m.
However,if the actual consumption recorded by the meter during12 months immedialtely before the meter stopped working is less than 20 kls/30 Kls,(as the case may be )then actual averge consumption will be charged for the billing purpose .The aboce criteria is in force w.e.f 28-09-2005.
Revised Rate of severage development charges
All the colonies which have been notified for recovery of sewerage development charges from 06-12-1999 to 31-03-2005 and colonies were the sewer lines were led and this work was completed by 31-03-2005 ,the rate of sewerage development charges shall be Rs 160 /- per sq.m and concerned plot owners /residents shall be eligble to get a rebate of 50% to 45 % for plot size upto 100 sq.m and above 100 sq.m respectively.
Those plot-owners falling in the category has futher been allowed to deposit this amount in lumpsum by 31-03-2006 as over one-times relaxation .However ,in an event of non-depositing of amount upto 31-3-2006 , the penal interest @ 12% per annum shall be charges w.e.f.01-04-2006.
Regarding exemptions from development charges to resettlment colonies and villages , please refer to para mentioned above with sub head 'Water Connection'.
Payment of fees/Water Charges. |
The payment of fee/water charges/development charges/road restoration charges etc. can be mae to concerned Zonal Revenue Office on all working days between 9.00 AM to 2.00 PM. The payments are accepted in cash or by cheque/demand draft payable at Delhi for which proper receipts will be issued by the office of Zonal Revenue Officer.
First bill on account of water charges is issued within a period of three months after release of water connection. All subsequent regular bills are issued on quarterly basis. Payments of bills is accepted at all cash counters of DJB situated in the Zonal Revenue Offices. The payments are also accepted at the following branches of State Bank of India, Canara Bank and Syndicate Bank.

Corporation Bank :-
All Branches in Delhi in addition to the above, the Residents Welfare Associations (RWAs) have been allowed to accept payment of water charges bills on behalf of DJB through cheques subject to a written agreement between RWAs and DJB under the Bhagidari scheme of the Govt. of NCT, Delhi. The DJB has also installed cheque drop boxes at important locations like offices of RWAs, Govt. offices and offices of DJB. In the rural areas (Outer Delhi), the DJB is collecting payments through Cash Collection Vans. During the closing of financial year the Recovery Camps are also organized to collect the dues from the consumers.

| Disconnection of water connection |
On written request of the consumer, for valid reasons like shifting of the residence, transfer, construction, transfer of ownership etc., disconnections of watr connection is done within 3 days on deposit of disconnections fee of Rs 100/- per connection and reopening of disconnected water connection is considered and sanctioned by the ZRO on payment of Rs. 100/- per connection. The consumer is liable to clear all the dues on account of water charges before disconnection.

Delhi Jal Board supplies packaged "JAL" in jars of 20 liters capacity @ Rs.25/- each to its South Delhi Residents, after having a security deposit of Rs. 260/- per jar. "JAL",certified by the Bureau of India Standards, is put through stringent purification techniques to ensure that the consumer is provided with hygienic and quality product. |

Potable water is supplied through Tankers, in the event of non availability/short supply of water, within 3 hours of the complaint subject to availability of Tanker at a particular location. This service is free of cost.

| BIO-GAS AND SLUDGE MANURE |
1. a)
Bio -gas is being produced and supplied at Okhla sewage Treatment plant through piped network in some areas of South Delhi.
b) Application form may be obtained, and the deposited on all working days, in the office of Executive Engineer(Okhla) Sweage Treatment Plant and acknowledgement of the form is given on the spot.
c) Intimation to the applicant regarding sanction of connection is issued within 7 days.
d) Estimated charges/security are to be deposited by applicant within 15 days with concerned ZRO(W). 2 Sludge Manure, produced during the process of sewage treatment can be used for land conditioning. The cost of manure is Rs. 100/- for 3 tonnes, excluding cost of loading/unloading and transportation coupons for manure against payment are issued from the office of Executive Engineer(SDW)-I, Kilokri pumping station

| TESTING OF WATER SAMPLES |
Officials of the Directorate of Treatment & Quality Control of DJB lift, on an average, 350 water samples daily from the distribution system i.e. individual taps and public hydrants etc. located in different parts of the city to ensure that safe drinking water reaches the consumers. On specific request from the consumer, the testing of water samples, on a precribed fees, is also done by Central Laborator, Wazirabad in respect of chemical examination, bacteriological Examination, Special tests like cyanide, Chromium, Lead, Cadmium, Arsenic, Chlorice demand etc. Teh contact number of the Central Laboratory Wazirabad, DJB is phone no. 23814322.

| WATER CONSERVATION AND RAIN WATER HARVESTING |
The DJB is active in the field of water conservation and curbing wastage of water. The RWAs unver Bhagidari scheme are being accociated in water conservation and rain water harvesting. In general, water harvesting is the activity of direct collection of rain water. The rain water collected can be stored for direct use or can be recharged into the ground water. | HELP US TO SERVE YOU BETTER - FULLFIL YOUR OBLIGATION |
Delhi Jal Board is responsible to maintain the pipelines for drinking water upto the ferrule. From the ferrule to the connection point at dwelling unit, consumer has to get the fittings and works accomplished through a qualified plumber, Please ensure that :-
i) Only ISI marked GI pipes and fittings are used.
ii) All fittings/pipes from connection points onwards are got checked periodically to detect leakages/ contamination.
Further, the consumers are expected to ensure that:
i) Overflow and wastage of water is avoided by providing Ball Cocks in over head/underground tank.
ii) All leakages are immediately plugged.
iii) Storage tanks are cleaned and disinfected periodically.
iv) On line booster pumps should not be used to draw more water. It, apart from being an offence under the Act, causes inconvenience to your fellow citizens.
v) Potable water sould not be wasted in washing floors, cleaning vehicles, and watering the garden.
vi) Flush cisterns of smaller size with regulatory mechanism for release of water be used.
vii) Do not throw and dispose of the follwoing articles in sewer as they choke and throttle it:-
a) Paper
b)Plastic waste
c) Clay
d) Grits and Malba
e) Domestic waste.
viii) Do not leave open manhole covers unattended.
ix) Consumers are requested to support the drive for water conservation and the rain water harvesting.
x) Consumer, as the ultimate beneficiary of the public assets,must bestow personal interest in protecting and promoting their use. Any willful misuse of water must evoke customer's concern prompting action. |

| DJB-THE WAY FORWARD
|
1. Single window mechanism : In the couse of ongoing process of reforms, DJB is trying to evolve a single Window Mechanism at the zonal level in respect of water, sewer, and revenuw services to the satisfaction of the consumers.
|
2. Formation of Blue Brigade : The proposed blue Brigade of DJB will be an efficient unit at zonal level which would not only sanction but would also install the water/sewer connection in a time bound manner and to maintain the pipe lines up to ferrule.

3. Computerized Billing System : At present the DJB has a centralized system of computerized billing at DJB HQ and the bills are delivered through the zonal offices. As a further step in the reforms process, it is proposed to computerize the billing at zonal level.

4. Demand Management : DJB is proceedings towards Demand Management of water and sewer services in the National Capital Territory of Delhi to ensure safe drinking water supply and sewerage services in an equitable, efficient, and sustainable manner leadin to greater consumer
